1.QUORUM CHECK – CALL TO ORDER

Transportation Agency by-laws require a quorum of a minimum of 9 voting members, including a minimum of 7 city representatives and 1 county representative.

If you are unable to attend, please contact your alternate.  Your courtesy to the other Transportation Agency Board members to assure a quorum is appreciated.

Any person may address the Transportation Agency Board at this time.  Presentations should not exceed three minutes, should be directed to an item NOT on today's agenda, and should be within the jurisdiction of the Transportation Agency Board. Though it is not required, the Transportation Agency Board appreciates your cooperation in completing a speaker request form available on the table at the entrance to the meeting room.  Please give the completed form to the Transportation Agency Administrative Assistant. If you have handouts, please provide 30 copies for the entire Board before the meeting starts or email to Agency Administrative Assistant 24 hours in advance of the meeting.

1.ADMINISTRATION and BUDGET
3.1.1APPROVE minutes of the Transportation Agency For Monterey County (TAMC) Service Authority for Freeways and Expressways and Monterey County Regional Development Impact Fee Joint Powers Agency of Septemeber 28, 2016.

The draft minutes of the Transportation Agency For Monterey County (TAMC) Service Authority for Freeways and Expressways and Monterey County Regional Development Impact Fee Joint Powers Agency of September 28, 2016 are enclosed for review.

3.1.2

ACCEPT the list of checks written for the month of September 2016 and credit card statements for the month of August 2016.

The list of checks and copies of credit card statements are submitted to the Transportation Agency Board each month in accordance with the recommendation from the Transportation Agency’s independent Certified Public Accountant to keep the Board informed about the Transportation Agency’s financial transactions.

RECEIVE report on conferences or trainings attended by agency staff.

Agency staff occasionally attends conferences or trainings at Agency expense that are pertinent to their roles in pursuing the Agency’s mission.  These events allow the staff to stay current and participate in the development of transportation practices and policies related to their roles.

3.1.4

Request for Proposal for Computer / IT Services

  1. APPROVE issuing a Request for Proposals to solicit consultants to provide the Agency with computer and network services; and
  2. DIRECT staff to release the Request for Proposals to potential consultants, not to exceed $48,000 as approved in the fiscal year 2016/17 Agency budget.

The Agency’s current agreement for computer and network services with Alvarez Technology Group expires December 31, 2016. The agency is seeking to receive proposals from qualified firms to continue the routine maintenance, repairs, and upgrades of the agency’s computers, servers, mobile devices, and network.

2.BICYCLE, PEDESTRIAN, TRANSIT, and SOCIAL SERVICES
3.2.1

Bike Rodeo Request for Proposals

  1. APPROVE Request for Proposals for consultant assistance to conduct youth bicycle trainings in Monterey County in 2017; 
  2. DIRECT staff to release the Request for Proposals to potential consultants at a not-to-exceed amount of $10,000 as approved in the adopted 2016-17 budget.

The Transportation Agency has financially supported school bicycle safety training every year since 2012 as part of the Agency’s bicycle education and public awareness program. The proposed Request for Proposals will continue bicycle safety training in Monterey County in 2017. Agency procurement policies require a formal Request for Proposals.

3.PLANNING
3.3.1RECEIVE draft 2017 Legislative Program and APPROVE releasing the program to Committees for comment.

The purpose of the legislative program is to set general principles to guide staff and Board responses to proposed legislative or budgetary issues. The program also notifies state representatives of the Transportation Agency’s position on issues of key importance to the agency.

3.3.2
  1. AUTHORIZE staff to submit two Caltrans planning grant applications:  a Sustainable Communities Transportation Planning Grant to prepare a Pajaro to Prunedale Corridor Study; and, a Strategic Partnerships planning grant for a Canyon Del Rey Boulevard (State Route 218) Corridor Improvement Plan;
  2. APPROVE the local grant match of $61,877 from the Agency's future Rural Planning Assistance funding and partner agency contributions;
  3. APPROVE a concurrent request to the Association of Monterey Bay Area Governments for federal "PL" planning funds for the Pajaro to Prunedale Corridor study; and,
  4. AUTHORIZE the Executive Director to accept grant funds, if awarded.

The Caltrans Sustainable Transportation Planning grant program is accepting applications for fiscal year 2017-2018. Transportation Agency staff is seeking Board authorization to pursue grants in these two regionally important corridors.

4.PROJECT DELIVERY and PROGRAMMING - No items this month
5.RAIL PROGRAM
3.5.1
  1. AUTHORIZE the Executive Director to execute an agreement with Associated Right of Way Services, Inc. to provide review appraisal services for the Salinas Rail Extension Project for an amount not to exceed $30,775, from the date of execution through the period ending June 30, 2019;
  2. APPROVE the use of Traffic Congestion Relief Program funds or Proposition 116 bond funds budgeted to the Salinas Rail Extension project; and
  3. AUTHORIZE the Executive Director to make administrative changes to the agreement if such changes do not increase the Agency’s net cost, subject to approval by Agency counsel.

The Transportation Agency released a Request for Proposals for the review of the Salinas Rail Extension property appraisals and received three proposals. The review committee, composed of Transportation Agency staff, recommends the selection of Associated Right of Way Services, Inc., as the highest ranked proposer.

3.5.2APPROVE the Transportation Agency's Relocation Plan for the Salinas Rail Extension project.

The Transportation Agency has authorized the preparation of a Relocation Plan to be undertaken in connection with the Salinas Rail Extension project. The project includes the acquisition of real property and may require relocation of residential and business occupants and personal property in the City of Salinas.

3.5.3

APPROVE a Memorandum of Understanding among the Transportation Agency for Monterey County, the City of Salinas, and Monterey-Salinas Transit, regarding the Salinas Intermodal Transportation Center expansion.

The Salinas Intermodal Transportation Center Steering Committee has developed the attached comprehensive Memorandum of Understanding (MOU) to govern the next steps on the development of the train station. On October 3, 2016, the Rail Policy Committee recommended Board approval of the MOU.
