Salinas Rail Extension project update



RECOMMENDED ACTION:

RECEIVE update on the Salinas Rail Extension project.

SUMMARY:

Activities on the Salinas Rail Extension project since the last update on April 3, 2018 include preparation and publication of the demolition bid documents for structures at the Salinas station, a meeting with Gilroy staff, and attendance at the Rail Summit and an integrated ticketing conference.

FINANCIAL IMPACT:

The capital cost of the Rail Extension to Monterey County project, Phase 1, Salinas Kick-Start project (the Salinas station and improvements in Gilroy, Morgan Hill and San Jose - Tamien), is estimated at $81 million. The Kick-Start project is proceeding with final design and right-of-way acquisition under the adopted state environmental clearance.

 

On April 26, 2018, the California State Transportation Agency (CalSTA) announced awards for the Transit and Intercity Rail Capital Program (TIRCP, funded with cap and trade and Senate Bill 1 funds). Online as web attachments are the email and the summary of the award to TAMC: $10,148,000 for funding the remaining costs of the Kick Start project. The program did not include funding for the Pajaro/Watsonville and Castroville stations, for which TAMC can apply in the next round (in two years).

DISCUSSION:

Salinas Station Demolition

On April 25, 2018, TAMC published the bid documents for demolition of structures at the Salinas station. A pre-bid site meeting was held on May 4. Bids are due June 5.

 

Gilroy

Staff had a briefing with new Gilroy staff on April 5 regarding potential impacts of the project on Gilroy streets and sent the new staff the 75% plans for review.

 

Rail Summit

Staff attended the 4th annual California Passenger Rail Summit in Los Angeles on April 18-19 and will present a verbal report at the meeting. Sessions include an update on the California High Speed Rail Project and the Statewide Rail Plan.

 

Integrated Ticketing Conference

Staff attended the California Integrated Travel Conference in Davis on May 1-2 and will present a verbal report at the meeting.

 

Property Acquisition

Staff will present a verbal update on the status of property acquisition at the Salinas train station.
