RECOMMENDED ACTION:
APPROVE delaying the annual evaluation for the Agency Executive Director and Counsel to December 2019 from December 2018 as recommended by the Executive Committee.
SUMMARY:
The Transportation Agency bylaws require an annual evaluation of the Executive Director and Counsel. Executive Director Hale’s employment agreement also states that the TAMC Board shall evaluate her by the December Board meeting of each year and Hale shall prepare goals and accomplishments for review by the TAMC Board.
FINANCIAL IMPACT:

None.

DISCUSSION:
The Agency bylaws require an annual evaluation of the Executive Director and Counsel. Executive Director Hale’s employment agreement also states that the TAMC Board shall evaluate her by the December Board meeting of each year and Hale shall prepare goals and accomplishments for review by the TAMC Board.

However, Executive Director Debra L. Hale’s new employment agreement, which was finalized in May 2018, was based on the 2017 performance evaluation. TAMC Counsel Susan Blitch was recently appointed to this position and there has not been sufficient time to evaluate her performance. Based on discussions with Board chair, staff recommends that the annual evaluations for both be delayed to December 2019. (The evaluation process normally starts in June.) Ms. Hale will give a status report on her goals and accomplishment to the Board in July/August 2018. Meanwhile, any performance issues can be raised with the Chair at any time.
