RECOMMENDED ACTION:

Salinas Rail Project - Contract for Structure Demolition:

  1. APPROVE and AUTHORIZE the Executive Director to execute contract with Bowen Engineering and Environmental for building demolition for the Salinas Rail Station, Package 1, subject to Agency Counsel and Caltrans approval, in an amount not to exceed $672,000 for the period ending December 31, 2018;
  2. APPROVE the use of funds from the approved project budget for this work in an amount not to exceed $672,000, and $80,000 as a contingency fund for change orders; and
  3. AUTHORIZE the Executive Director to take such other further actions as may be necessary to fulfill the intent of the contract, including approvals of future modifications or amendments that do not significantly alter the scope of work, or change the approved contract terms or amount.
SUMMARY:

On April 27, 2018, the Agency published bid documents for qualified structure demolition teams to demolish the structures on parcels of land now in TAMC possession near the Salinas train station, in preparation for the construction of Package 1 improvements. Package 1 of the Salinas Rail Extension Kick Start project includes the extension of Lincoln Avenue for signalized access to the train station and circulation and parking improvements. TAMC received two bids, and Bowen Engineering and Environmental is the lowest responsive bidder.

 

FINANCIAL IMPACT:

The Salinas Rail Extension Kick Start project budget includes secured funding for structure demolition work. The total project budget is estimated at $81 million. The not to exceed amount for this demolition work is $672,000. The design and construction management consultants recommend Board approval of a contingency amount of $80,000 for change orders for unknown conditions that the demolition team may encounter. There is sufficient funding in the project's budget with secured Traffic Congestion Relief Program funds.

 

DISCUSSION:

The Transportation Agency for Monterey County, as the local lead agency, grantee agency and owner of the Salinas Rail Extension project, proposes to extend passenger rail service from Santa Clara County south to Salinas. The rail extension project provides an alternative to the highly congested US 101 corridor to access to jobs, education, and health care, and improves interregional transportation and air quality.

 

The Salinas Rail Kick-Start Project, Package 1: Lincoln Avenue Extension, circulation improvements and parking at the Salinas train station, is now ready to initiate demolition of structures on parcels acquired for the project. The work includes the removal of regulated hazardous materials and demolition of six buildings, one outbuilding and one trash enclosure. Other parties under separate contract with the Transportation Agency are providing engineering, hazardous materials oversight, and construction management services.

 

TAMC published the bid documents on April 27 via BidExpress and advertised on the TAMC website, with a notice published in the Monterey Herald. TAMC and the team held a mandatory pre-bid meeting and site visit on May 4 which was attended by five firms. The bid opening on June 5 found two bidders, of which Bowen Engineering and Environmental was the lowest responsive bidder.

 

Attached is the draft contract for building demolition.
