Regional Surface Transportation Funding for Pedestrian Improvements


RECOMMENDED ACTION:
APPROVE allocating $154,500 of Regional Surface Transportation Program funds for Metz Road Traffic Calming project in the City of Soledad. 
SUMMARY:
Agency staff is seeking to utilize Regional Surface Transportation Program funds reserved for Complete Streets project implementation to fund additional pedestrian safety features as part of the City of Soledad's Metz Road Traffic Calming project.  
FINANCIAL IMPACT:
The Board previously approved $516,800 in Regional Surface Transportation Program competitive funding for the City of Soledad's Metz Road Traffic Calming project.  The City of Soledad has committed $266,000 of SB 1 funds to the project.  The recommended action would program an additional $154,500 of Regional Surface Transportation Program funds to the project to fund additional pedestrian safety enhancements crossing Metz Road, as recommended by Agency staff.  This additional funding would come from funds reserved for Complete Streets project implementation.
DISCUSSION:

The Metz Road Traffic Calming project in Soledad modifies three blocks of Metz Road (State Route 146) between Andalucia Drive and Third Street with new new asphalt, curb, gutter, sidewalk and median features intended to reduce the speeds of motor vehicles in the vicinity of the project and improve safety for students crossing Metz Road to Gabilan Elementary Schooland San Vicente Elementary School.  The project's location is significant for safe routes to school pedestrian access with two elementary schools, a park, and little league baseball fields immediately adjacent to the project; and the Soledad Community Center and South County YMCA facility nearby.  

 

Transportation Agency staff met with City of Soledad staff and the project's design consultant to review the project plans approved for construction.  Transportation Agency staff suggested modifications to the plans that would increase pedestrian safety and comfort at street crossings. Transportation Agency staff recommended incorporating lighting for the mid-block crosswalk next to San Vincente elementary school, extending pedestrian refuge islands, and moving a pedestrian crossing to reduce driveway conflicts.   The recommended action would provide an additional $154,500 to fund these additional pedestrian safety features. 

 

To process this funding request, the Local Agency Funding Agreement Exhibit A for the City of Soledad would be updated to reflect the new funding.  The Local Agency Funding Allocation Agreement is designed to comply with a State requirement that the Transportation Agency for Monterey County enter into contracts with its member agencies for the reimbursement of Regional Surface Transportation Program funds. The updated Exhibit A for the City of Soledad is attached with this staff report for Board consideration.
