Coast Corridor Rail Project Update



RECOMMENDED ACTION:

RECEIVE update on the planned increase in passenger rail service along the coast corridor between San Francisco and Los Angeles and RECOMMEND the TAMC Board appoint representatives to the Coast Rail Coordinating Council Policy Committee.

SUMMARY:

Progress since the last update on the coast rail project to this Committee on November 5, 2018 includes a meeting of the Coast Rail Coordinating Council Policy Committee.

FINANCIAL IMPACT:

The Coast Rail service project construction and operation costs are still under evaluation.

DISCUSSION:

The Coast Rail Coordinating Council (CRCC) is a multi-agency advisory and planning organization focused on improving the rail corridor between Los Angeles and the San Francisco bay area along the California Central Coast. Members of CRCC include all regional transportation planning agencies along the Central Coast – all of which have a strong interest in improving rail service and the rail infrastructure along the Central Coast’s portion of the California Coast Passenger Rail Corridor.

 

The member agencies have all adopted a Memorandum of Understanding to formalize the Council. The Policy Committee met in Monterey on December 13, 2018. At that meeting, agenda topics included bylaws, work plan, legislative program, and the 2019 meeting calendar. Staff will provide a verbal update at the meeting. The next meeting of the Policy Committee is tentatively scheduled for February 15, 2019, in Santa Barbara.

 

Staff to the member agencies convene regular technical working group phone calls, the next call will be on January 18, 2019.

 

In January 2018, the TAMC Board approved the Rail Policy Committee recommended appointment of Dave Potter as the TAMC representative and Mike LeBarre as the TAMC alternate for a one-year term, and the CRCC Policy Committee selected Mr. Potter as the Chair. The Rail Policy Committee is now asked to recommend appointments to the CRCC Policy Committee for the period ending January 2020. The appointment involves attending up to four meetings of the Committee and potentially representing the group at legislative days with the Intercity Passenger Rail group (tentatively scheduled for January 31, 2019 in Sacramento) and the California Passenger Rail Summit (scheduled for April 24-25, 2019 in Oakland).
