Measure X First Year Audit Update


RECOMMENDED ACTION:

Measure X First Year Audit Update

 

ESTABLISH a Measure X sub-committee and appoint membership to: 

  1. Conduct an audit of the first year of Measure X revenues and expenditures;
  2. Prepare content for the Measure X Annual Report based upon the result of the audit;
  3. Provide the Measure X Annual Report content to the Transportation Agency for publication in the Agency's Annual Report; and
  4. Present the Measure X Annual Report to the Measure X Citizens Oversight Committee on April 16, 2019.
SUMMARY:
The duties of the Measure X Citizen Oversight Committee includes conducting independent audits of the revenues and expenditure of Measure X funds and to prepare & present annual reports regarding the administration of the program. Agency staff recommends a sub-committee be created to audit Measure X revenues and expenditures and draft the first Measure X annual report. 
FINANCIAL IMPACT:

Measure X is estimated to generate $600 million over 30 years for transportation improvements in Monterey County.  Of that amount, $360 million (60%) will be distributed to the cities and the County for local projects, while the remaining $240 million (40%) programmed to regional safety and mobility projects.

 

DISCUSSION:

In accordance with the Policies & Project Descriptions for the Transportation Safety & Investment Plan, a Citizens Oversight Committee representing a diverse range of community interests was formed within 6 months of voter approval of Measure X.

 

Members and their alternates were nominated by the organization they are representing. Additional members were nominated by the Transportation Agency Board of Directors to assure that a broad range of geographic and stakeholder interests are represented on the committee.

 

The duties of the Committee as defined in the Policies & Project Descriptions for the Transportation Safety & Investment Plan are as follows:

 

  • Conduct independent audits to assure that funds are being expended in accordance with requirements of the Transportation Safety & Investment Plan;
  • Review and make recommendations on any proposed changes to the plan,  prior to the Transportation Agency Board consideration;
  • Review and comment on project delivery schedules as represented in the Strategic Expenditure Plan and make recommendations to the Transportation Agency on any proposals for changing project delivery priorities, and 
  • Prepare annual reports regarding the administration of the program, to be presented to the Transportation Agency Board of Directors and available for public review. 

 

In accordance, this report requests that a sub-committee of the Measure X Citizens Oversight Committee be established to conduct an audit of the first year of Measure X revenues and expenditures for regional and local projects; and that the results of the audit be presented to the Measure X Oversight Committee on April 16, 2019.

 

This report also requests that the sub-committee prepares the Measure X Annual Report which will be presented to the Transportation Agency Board of Directors and included in the Transportation Agency's Annual Report, which will be mailed to Monterey County residents in May.

 

In order to meet the Transportation Agency's Annual Report publishing deadline, the content of the Measure X Annual Report must be submitted to the Transportation Agency by February 18, 2019. To assist with expediting this process, staff recommends that the following content be included in the Measure X Annual Report:  

 

  • Message from the Committee Chair
  • Overview of the committee & a photo and list of committee members
  • First Year Audit Report on the regional and local revenues/expenditures by City/County/Transportation Agency
  • City/County Maintenance of effort
  • Audit check list for each jurisdiction
  • Status of regional projects
  • Status of regional programs: Safe Routes to School, Senior and Disabled Transportation, and Habitat Preservation/Advanced Mitigation
