On November 8, 2016, the voters of Monterey County, approved Measure X on the Monterey County Ballot, thereby authorizing TAMC to impose and administer the proceeds from a three-eighths cent transaction and use tax (“Measure X”). Measure X is estimated to generate over $600 million over 30 years for transportation improvements in Monterey County. Of that amount, $360 million (60%) will be distributed to the cities and the County for local projects, while the remaining $240 million (40%) is programmed to regional safety and mobility projects.
Measure X tax proceeds will be used to pay for eligible programs or projects as defined in the Transportation Safety and Investment Plan (the “Measure X Investment Plan”) Attached is an excerpt of the Plan covering the local project policies.
The City of Pacific Grove intends to use the Measure X funds for much needed road repairs, primarily for overlays and reconstruction projects. The City's Measure X 5-Year Capital Improvement Program identified the following projects and their anticipated costs as the first Measure X funded road repairs:

Fountain Avenue overlay from Pine Street to Lighthouse Avenue: $130,880

Congress reconstruction from David Ave. to Forest Grove Elementary School: $1,055,680
- Del Monte Blvd reconstruction from Jewell Street to Asilomar: $1,324,679
To date, the first Measure X project completed in the City of Pacific Grove is the Fountain Avenue Repaving Project at a cost of $329,825.
