Legislative Update


RECOMMENDED ACTION:

RECEIVE update on legislative activities.

SUMMARY:

Staff will present a draft bill list and an update on state and federal legislative activities.

FINANCIAL IMPACT:

A few of the bills on the draft bill list could have financial impacts on Monterey County. Senate Bill (SB) 1231 (Monning) would facilitate the construction of improvements on State Route 156 at Castroville that would mean that the funds already invested in that project would not be lost. SB 795 (Beall) is a reintroduction of SB 5 (Beall) which TAMC supported in 2019 due to its investment in affordable housing, transit-oriented development, and "strong neighborhoods". A few bills would help implement electric vehicle charging infrastructure.

DISCUSSION:

Attached are a state update from Agency legislative consultant Gus Khouri and a draft bill list. Of key interest is the introduction of legislation by Senator Monning (web attachment) that will enable the State Route 156/ Castroville Boulevard to move forward with construction.

 

On February 19, 2020, staff and Board members participated in the Central Coast Coalition legislative day in Sacramento (itinerary attached). Participants will provide a verbal report at the meeting.

 

From February 10-13, Executive Director Debbie Hale attended meetings with the American Public Works Association in Washington, DC. She will report on those meetings at the Committee meeting.
