Legislative Update


RECOMMENDED ACTION:

RECEIVE update on state legislative activities and ADOPT positions on legislation.

SUMMARY:

The Executive Committee recommends the Board take positions on several bills in the attached draft bill list.

FINANCIAL IMPACT:

A few of the bills on the draft bill list could have financial impacts on Monterey County. Senate Bill (SB) 1231 (Monning) would facilitate the construction of improvements on State Route 156 at Castroville that would mean that the funds already invested in that project would not be lost. SB 795 (Beall) is a reintroduction of SB 5 (Beall) which TAMC supported in 2019 due to its investment in affordable housing, transit-oriented development, and "strong neighborhoods". A few bills would help implement electric vehicle charging infrastructure. MST has serious concerns about three bills that would threaten millions of dollars of transit funding, on which the Executive Committee recommends an "oppose unless amended" position.

DISCUSSION:

Attached are a state update from Agency legislative consultant Gus Khouri and a draft bill list. Of key interest is the introduction of legislation by Senator Monning (web attachments) that will enable the State Route 156/ Castroville Boulevard to move forward with construction.

 

On Wednesday, March 4, 2020, the Executive Committee reviewed the draft bill list and recommended positions that are reflected in the attached revised draft bill list, as follows:

  • Assembly Bill 1350 (Gonzalez): Free youth transit passes: eligibility for state funding - oppose unless amended, pending Monterey-Salinas Transit (MST) proposing amendments to the bill.
  • Assembly Bill 1839 (Bonta): California New Green Deal - watch.
  • Assembly Bill 1908 (Chen): Homeless encampment and litter - watch.
  • Assembly Bill 2012 (Chu): Free senior transit passes: eligibility for transit funding - oppose unless amended, pending MST proposing amendments to the bill.

  • Assembly Bill 2121 (Friedman): Traffic safety - support.

  • Assembly Bill 2145 (Ting): Electric vehicle charging stations - watch.

  • Assembly Bill 2176 (Holden): Free student transit passes: eligibility for state funding - oppose unless amended, pending MST proposing amendments to the bill.

  • Assembly Bill 2262 (Berman): Zero-emission vehicle readiness plan - watch.

  • Senate Bill 757 (Allen): State highways: relinquishments - support.

  • Senate Bill 795 (Beall): Affordable housing and community development investment - support.

  • Senate Bill 1231 (Monning): Endangered species: take: Santa Cruz long-toed salamander - sponsor.

 

Upon approval of this list, staff will send letters of support or opposition as appropriate. Staff will bring an updated bill list to the April Executive Committee meeting.
