Roundabout Design Peer Review Contract Amendment


RECOMMENDED ACTION:

Roundabout Design Peer Review Contract Amendment:

  1. APPROVE and AUTHORIZE the Executive Director to execute a contract amendment with GHD, a California Corporation, subject to approval by Agency Counsel, to increase the contract by a total amount of $116,000 from $640,000 to $756,000 to provide additional engineering design services;
  2. APPROVE the use of Measure X funds budgeted to the SR 68 Scenic Highway Improvement project and the SR 156 / Castroville Boulevard Interchange project; and
  3. AUTHORIZE the Executive Director to take such other further actions as may be necessary to fulfill the intent of the contract amendment, including approvals of future modifications or amendments that do not significantly alter the scope of work, or change the approved agreement term or amount.
SUMMARY:

Additional consultant services beyond the approved contract are necessary for two on-call task orders. Task Order 1 supports grant applications and prepares Intersection Control Evaluations for the SR 156/Castroville Blvd Interchange project. Task Order 2 increases consultant support for public outreach meetings for the SR 68 Salinas-Monterey Corridor project. 

FINANCIAL IMPACT:
This amendment to agreement with GHD for the Roundabout Design Peer Review project increases the "not-to-exceed amount" contract by a total amount of $116,000 from $640,000 to $756,000. The increase is 18% of the original contract amount.  The additional funding is available from Measure X.
DISCUSSION:

TAMC awarded a contract to GHD on January 23, 2019 for on-call Roundabout Design Peer Review. Staff is requesting Board authorization for additional consultant services beyond the approved contract amount for two on-call task orders within the existing scope of the Roundabout Design Peer Review project:

 

Task Order 1: SR 156/ Castroville Blvd Interchange

The task 301 budget is proposed to increase by $77,600.30 to include the following items:

  • Conduct Traffic Projections
  • Support Grant Applications
  • Assist TAMC / Caltrans joint grant application
  • Prepare of Intersection Control Evaluation to eliminate the Traffic Signal Alternative

 

 Task Order 2: SR 68 Corridor

The task 2201 budget is proposed to increase by $38,382.19 to participate in public outreach meetings with stakeholders, property owners, and residents along the corridor.  The outreach meetings provide opportunities for in-depth discussion for greater understanding of project alternatives.

 

The current contract terminates on January 31, 2022.  The additional work requested can be accomplished within the existing contract schedule.
