Bicycle Secure Program


RECOMMENDED ACTION:
APPROVE Greenfield Community Science Workshop's application to the Bicycle Secure Program with the award of up to two bicycle repair stations and one secure double-bicycle locker.
SUMMARY:
Approval by the Bicycle and Pedestrian Facilities Advisory Committee is required for applicants to the Bicycle Secure Program to be awarded. The application from the Greenfield Community Science Workshop, a program of the City of Greenfield, is the first received under the new, rolling grant program. 
FINANCIAL IMPACT:
The Bicycle Secure Program has a budget of $30,000 per fiscal year. Estimated cost of the requested two bicycle repair stations and four double-bicycle lockers is $14,000. Under staff's recommended approval of up to two repair stations and one secure locker, the total cost is estimated to be $6,000. With approval of this application under staff's recommendation, the balance for the Bicycle Secure Program would be estimated at $24,000. 
DISCUSSION:

The Greenfield Community Science Workshop, a program of the City of Greenfield, submitted an application to the Bicycle Secure Program for two bicycle repair stations and four double-bike lockers for the use of both employees, families and students that attend the Greenfield Community Science Workshop. The estimated cost of the two bicycle repair stations and four double-lockers is $14,000, approximately 45% of the Bicycle Secure Program's budget. 

 

The applicant indicated that they would prefer the bicycle repair stations, but if there is capacity in the budget for the four lockers they would like to be awarded the lockers too. The applicant currently has one bicycle parking rack, but indicated it is currently underused due to security concerns and a locker would be more effective.  

 

Staff's recommended approval of "up to" two bicycle repair stations is due to efforts currently underway by the Transportation Agency related to bicycle safety and education work in Greenfield. Staff would like to explore a partnership with the Monterey County Health Department, the Safe Routes to Schools Program and the Greenfield Community Science Workshop to support bicycle repair training, which is the intended use of the second bicycle repair station that was requested to be placed inside their facility. If there is not capacity to meet the request of the Greenfield Community Science Workshop through that partnership, then the Agency will pursue purchase of a second bicycle repair station for inside their facility. 

 

Given that it is early on in the 2020-2021 grant cycle, staff is recommending approval up to two repair stations and only one locker for the time being. This would result in a total cost estimated at $6,000, which is in line with previous award recipients during the 2019 and 2018 grant cycles. This would maintain flexibility in the budget for additional applicants later in the fiscal year. If Bicycle Secure budget remains by May of 2021, staff will bring back to the Committee a recommendation to approval the additional double bicycle lockers requested by the Greenfield Community Science Workshop.
