City of Monterey - North Fremont Gap Project


RECOMMENDED ACTION:
RECEIVE update and PROVIDE INPUT on the North Fremont Gap Project in the City of Monterey. 
SUMMARY:
City of Monterey staff is working on engineering for the North Fremont Gap Project to connect the North Fremont Cycle Track between Casanova Avenue and Canyon Del Rey Boulevard. This project will fill a gap in the bicycle and pedestrian network. 
FINANCIAL IMPACT:

The total cost of the project is estimated to be between $1 to $1.5 million. At their February 24, 2021 meeting, the TAMC Board considered allocating $35,000 in Regional Surface Transportation Program reserves to fund additional bicycle and pedestrian safety features for this project. 

DISCUSSION:

The North Fremont Gap Closure project will result in improved neighborhood and visitor bicycle and pedestrian access to the North Fremont Business District, Laguna Grande Park and the Fort Ord Regional Trail and Greenway (FORTAG). The project proposes modifying the block of North Fremont Street between Casanova Avenue and Canyon Del Rey Blvd (State Route 218) with curb, gutter, sidewalk, and a pedestrian/bicycle bridge intended to improve safety for people crossing the busy business corridor and protecting an environmentally sensitive area. The project's location is significant for regional active transportation access with the Laguna Grande Regional Park segment of the planned 28-mile FORTAG project immediately adjacent. 

 

The proposed bridge would serve as a bicycle and pedestrian path (12' wide) with a concrete deck, pre-fabricated steel, and steel cable railing to match the aesthetics of the North Fremont project's railing. The bridge will have a painted finish and include installation of lighting. A graphic rendering of the bridge is included as an attachment to this report.
