City of Marina Regional Surface Transportation Program Fair Share Allocation


RECOMMENDED ACTION:

Regional Surface Transportation Program Fair Share Allocation:

  1. APPROVE the request by the City of Marina to program Regional Surface Transportation Program fair share funds to the Del Monte Boulevard Extension Project in the amount of $303,807.71; 
  2. APPROVE amending Exhibit A of the local funding agreement to include these projects and funding.
SUMMARY:
The Agency has distributed Regional Surface Transportation Program fair share funding by population to the local jurisdictions for a wide range of eligible transportation projects.  Funding is available at the discretion of the local jurisdiction for their chosen projects, upon approval by the Transportation Agency Board.
FINANCIAL IMPACT:
The Regional Surface Transportation Program was established by the State of California to utilize gas tax revenues on a wide variety of local transportation projects. The Transportation Agency receives these funds, which total approximately $3.5 million to $4.0 million per year, and distributes them to the Cities and County in two methods: fair share and competitive share. The Transportation Agency distributes $1.2 million per year as the fair share component to the cities and County based on population. The City of Marina has a sufficient balance in its fair share reserve to program a total of $303,807.71 to this project.
DISCUSSION:

The Transportation Agency is tasked with reviewing projects proposed for Regional Surface Transportation Program fair share monies and approving the funding if the project is deemed eligible under state law. Examples of the types of transportation projects that are eligible for funding include: local street and roadway rehabilitation, bicycle facilities, pedestrian facilities, public transit capital and signal coordination and other safety and operational improvements.

The City of Marina is requesting that the Transportation Agency program the remaining balance of fair share Regional Surface Transportation Program funds to the Del Monte Boulevard Extension project.  The project proposes to provide a solution to a comprehensive multimodal transportation need and address transportation challenges for planned development along this important corridor. The project will directly improve current traffic congestion issues along the interchange corridor of State Route 1 as well as provide a new corridor for bicycle and pedestrian connectivity between Central and Southern Marina. The project will integrate the adopted Fort Ord Base Reuse Plan, the Metropolitan Transportation Plan/Sustainable Communities Strategy, the Regional Transportation Plan, the County-wide Active Transportation Plan, the City of Marina's Pedestrian and Bicycle Plan, and the City of Marina's Downtown Vitalization Plan (currently in development).

 

The City has a remaining balance of $303,807.71 of fair share funding available to program to this project, and staff has confirmed this amount with the City.  Staff confirms that this project is eligible for this funding and recommends that the Board approve this request.
