Salinas Rail Deployment Playbook



RECOMMENDED ACTION:
RECEIVE update on the Salinas Rail Extension Deployment Playbook.
SUMMARY:

In July 2021, Caltrans Division of Rail and Mass Transit kicked off Central Coast near-term service deployment work. This project will get the Salinas Rail Extension project into revenue service in the near-term. Shannon Simonds will present an update on progress since the kick-off.

FINANCIAL IMPACT:

The deployment playbook is intended to assist TAMC in its negotiations for operations with Caltrain and Union Pacific, to expedite the implementation of passenger rail service to Salinas. 

DISCUSSION:

Shannon Simonds of the Caltrans Division of Rail and Mass Transit will present a verbal update on the deployment playbook. The primary objectives of the Central Coast Near-Term Service Deployment Project (‘Project’) are to:

  • Develop a Service Deployment Playbook for new rail service between the San Francisco Bay Area and Monterey County;
  • Design an implementation program that solves for operational needs, administrative agreements / support needs, and capital investments required to initiate service, aligned with the State’s long-term vision for an integrated statewide network; and
  • Analyze and articulate relative utility of proposed service concepts and any identified infrastructure improvements across multiple stakeholders.

 

The result of this Service Deployment Project will be a tailored, production-level operating plan and Service Implementation Playbook for Central Coast service, to be initiated in the near-term. The Project will be led by Caltrans Division of Rail and Mass Transit in the State’s capacity providing statewide strategic planning, network integration implementation, and capital/operations funding. 

 

The Project builds on technical analysis developed for the Monterey County Rail Extension project, the Monterey Bay Area Rail Network Integration Study, the Caltrain Gilroy-Salinas Feasibility Study, and the Caltrain Business Plan. Stakeholder coordination, host railroad negotiations, and resource planning will be funded and led by Caltrans, with technical operations and review led by Caltrain, and strategic policy guidance from TAMC and other stakeholders.
