The purpose of the Measure X Senior & Disabled Transportation Services Program is to increase transportation services for seniors and persons with disabilities to support their ability to live independently in their homes and communities.
In 2019, Transportation Agency staff updated the Measure X Senior and Disabled Transportation Program Guidelines for the second round of grant awards (July 2020 to June 2023). TAMC staff met with the Monterey-Salinas Transit (MST) Mobility Advisory Committee (MAC) and the Measure X Citizens Oversight Committee (XTOC) to review and provide input on the Program Guidelines.
The XTOC recommended that the TAMC Board approve the cycle 2 program guidelines with the following revisions:
- Include a question on the organization’s history providing services to senior and/or people with disabilities in Monterey County.
- Include a question on how volunteers, part-time and/or full-time employees will be used to implement the proposed project.
- Revisit the point distribution for the scoring criteria.
- Invite Monterey-Salinas Transit staff to participate on the grant review committee.
- Consider expanding the 150-word limitation on answers.
- Conduct an on-site field visit with the most competitive applications.
For the second cycle, the grant application comprised five scoring criteria with a total of 100 points possible, the chart below provides a summary of the application corresponding score criteria. Pages 14-15 of the program guidelines (web attachment 1) provide a more detailed breakdown of the application questions and scoring criteria.

The attached application scoring summary provides an overview of the four proposals awarded $1.5 million in Measure X funds for the second grant cycle in 2020.
The Transportation Agency is updating the needs assessment (web attachment 2) and conducting an evaluation of the second grant cycle to incorporate any changes to the application selection process for the third grant cycle. Staff will give an overview of the work completed by grantees during the 2021 calendar year and discuss how each grantee is performing. Each grantee submitted an annual report (web attachment 3) to outline tasks completed, tasks pending, funds expended, and pictures of grant-funded activities. The success of grantees has been measured by comparing consistency between the work completed and the work outlined in their grant agreements. Grantees submit quarterly claims and progress reports with documentation on how funds are being spent.
The following items will be discussed for potential changes to the program guidelines:
- Evaluating the major changes made in the second cycle and criticisms received. Would there need to be additional changes for the third cycle? How have past criticisms been addressed?
- Evaluating the purpose of the needs assessment. Should a needs assessment be incorporated for all future grant cycles?
- Adding a workshop to the application timeline. A proposed workshop held at the beginning of the "Call for Projects" period can aide applicants in preparing a complete and comprehensive application.
Staff is requesting input from XTOC members on the needs assessment and changes to the program guidelines for the third grant cycle scheduled to begin in fiscal year 2022/23. The assessment and program guidelines were presented at the July 27, 2022 MST MAC meeting and will be vetted by the public and stakeholders during the public comment period ending on August 31, 2022.
