Senior & Disabled Transportation Program Grant Review Committee Appointment


RECOMMENDED ACTION:
CALL for appointment of a member to serve on the Senior & Disabled Transportation Program Grant Review Committee.
SUMMARY:
The Senior & Disabled Transportation Program will undergo its selection for applications in the Cycle 3 round of grants. The selection process requires the formation of a Grant Review Committee to review applications and conduct site visits to prospective Cycle 3 applicants. The Grant Review Committee will have one member from the Oversight Committee, one member from the Monterey-Salinas Transit Mobility Advisory Committee, and Transportation Agency staff.
FINANCIAL IMPACT:
Measure X allocates $15 million over 30 years to this program, which is approximately $500,000 per year. $1.5 million of Measure X funds is expected to be used for the third Senior & Disabled Transportation Program's 3-year cycle covering fiscal years 2023/24, 2024/25, 2025/26.
DISCUSSION:

The Measure X Senior & Disabled Transportation Program will be entering its third cycle of funding in the 2023/24 Fiscal Year. On August 16, 2022, Transportation Agency staff met with the Citizens Oversight Committee to provide updates on the Program Guidelines which were approved by the TAMC Board of Directors on September 28, 2022. The approval of the Program Guidelines allows for the release of Call for Projects for prospective applicants to begin applying for Cycle 3 funds during the months of October and November 2022.

 

As part of a requirement from the Senior & Disabled Transportation Program Guidelines, a grant review committee must be formed to review and score the applications for Cycle 3. The review committee must comprise of Transportation Agency staff, a member from the Monterey-Salinas Transit Mobility Advisory Committee, and a member from the Measure X Citizens Oversight Committee. The committee will meet to score Cycle 3 applications and conduct site visits. The review period is currently scheduled for December 2022. However, should the committee need more time to review, the review period can be extended into January 2023. This will not have an affect on the deadline to execute Cycle 3 agreements.

 

Transportation agency staff ask for the Citizens Oversight Committee to appoint one of its members to serve on the grant review committee. Members from an organization that currently or plans to receive funding from the Senior & Disabled Transportation Program are not eligible to be on the review committee. The following is a timeline of current and remaining activities to execute the Cycle 3 period:
