Salinas Rail Extension project update



RECOMMENDED ACTION:

RECEIVE update on the Salinas Rail Extension project.

SUMMARY:

Activities on the Salinas Rail Extension project since the last update on May 1, 2017 include meetings of the Salinas Intermodal Transportation Center Steering Committee and progress in the acquisition of properties in Salinas.

FINANCIAL IMPACT:

The capital cost of the Salinas Rail Extension Kick-Start project (a phased implementation of the Salinas station and improvements in Gilroy, Morgan Hill and San Jose - Tamien) is estimated at a total of $70-80 million, including funds already expended on planning, environmental, and right-of-way to date. The Kick-Start project is proceeding with design and right-of-way acquisition under the adopted state environmental clearance. The funding plan does not include the acquisition of equipment to support the service, which is expected to be a Caltrans-funded effort to acquire two new trainsets and spare cars.

DISCUSSION:

Salinas Intermodal Transportation Center Steering Committee

The Salinas Intermodal Transportation Center Steering Committee met on May 3. A meeting to discuss utility relocation was held on May 22. Future meetings are set for August 8 and 14. The Committee is continuing to review the 75% designs for Package 1, including utility relocation designs and the location of trash enclosures and electric vehicle charging conduit. The City would like to relocate the storm drain and sanitary sewer line while the project utilities are being relocated onto the new Lincoln Avenue extension (after the structures are demolished and prior to construction start). The team is preparing encroachment permit packages for Caltrans for the improvements to Highway 183/ Market Street.

 

Requests for Proposal (RFPs)

Two RFPs are out right now, one for Construction Management and one for Structure Hazardous Materials Testing and Monitoring (approved by the TAMC Board on June 28). The deadline for both is August 3. A verbal update will be presented at the meeting.

 

Property Acquisition

Staff will present an update on the status of property acquisition at the Salinas train station.
