Salinas Rail Extension project update



RECOMMENDED ACTION:

RECEIVE update on the Salinas Rail Extension project.

SUMMARY:

Activities on the Salinas Rail Extension project since the last update on January 8, 2018, include meetings related to a state grant application, operations scenarios, and progress in the acquisition of properties in Salinas.

FINANCIAL IMPACT:

The capital cost of the Salinas Rail Extension Kick-Start project (a phased implementation of the Salinas station and improvements in Gilroy, Morgan Hill and San Jose - Tamien) is estimated at a total of $77.7 million, including funds already expended on planning, environmental, and right-of-way to date. The Kick-Start project is proceeding with final design and right-of-way acquisition under the adopted state environmental clearance. The Kick-Start funding plan does include funding for Positive Train Control (PTC) on the Salinas-Gilroy corridor but does not include the acquisition of equipment.

 

January 12, 2018 was the deadline for the grant application for Transit and Intercity Rail Capital Program funding. This round will program $2.4 billion over 5 years ($1.4 billion from Senate Bill 1, $1 billion from Cap and Trade).  TAMC applied for the funds to fully fund the Kick Start project, including the six-train layover facility in Salinas and PTC on the corridor between Salinas and Gilroy ($9.65 million), the Pajaro/ Watsonville station ($29.36 million) and the Castroville station ($26.34 million), for a total ask of $65.35 million, to be phased in over the five-year horizon of the grant program.

DISCUSSION:

Staff called in for a meeting of the Northern California Megaregional Rail Partners group on January 22. Other meetings planned but not yet scheduled are with City of Salinas staff and with Union Pacific Railroad. Staff will verbally report back on any meetings.

Staff will give a verbal update on progress on the Salinas Rail Extension project, including property acquisitions, at the meeting.
