AGENDA

Complete agenda packets are on display at the Transportation Agency for Monterey County office and at these public libraries: Carmel, Monterey, Salinas Steinbeck Branch, Seaside, Prunedale, and King City. Any person who has a question concerning an item on this agenda may call the Agency Secretary to make inquiry concerning the nature of the item described on the agenda. Please recycle this agenda.
1.ROLL CALL
Call to order and self-introductions. According to Transportation Agency and Committee bylaws, Committee membership consists of representatives from the Transportation Agency voting and ex-officio members, and other agencies that may be appointed by the Transportation Agency. Currently the Committee membership includes representatives from 12 Cities, the County, MST, Caltrans, City of Watsonville, the Air District, and AMBAG, for a total of 18 members. Five members of the Technical Advisory Committee, representing voting members of the Transportation Agency Board of Directors, constitute a quorum for transaction of the business of the committee. If you are unable to attend, please contact the Committee coordinator. Your courtesy to the other members to assure a quorum is appreciated.
2.PUBLIC COMMENTS
Any member of the public may address the Committee on any item not on the agenda but within the jurisdiction of the Committee. Each member of the public is allotted with three minutes to address any concerns. Comments on items on today's agenda may be given when that agenda item is discussed.

3.BEGINNING OF CONSENT AGENDA
Approve the staff recommendations for items listed below by majority vote with one motion.  Any member may pull an item off the Consent Agenda to be moved to the end of the CONSENT AGENDA for discussion and action.

Coordination with special events to minimize construction  conflicts for 2019 - 2020:

  1. RECEIVE draft list of special events for 2019 - 2020;
  2. REQUEST agencies provide updates to the list; and
  3. REQUEST the updated list be included in project traffic control specifications to help avoid construction impacts.

Multiple regional and local projects are expected to begin construction in the next two years. This list of major special event dates and corresponding set-up dates for all agencies will aid in scheduling construction detours, ramp closures, arterial street closures, and night/weekend work requirements to avoid construction conflicts and make these events successful.

RECEIVE update on State Route 156/Castroville Boulevard Interchange project and presentation of concept design

- Deal

Caltrans has begun the design process for the State Route 156/Castroville Boulevard Interchange project.  This project update gives a brief overview of the project and presents an interchange concept with roundabout control, instead of traffic signals at the each ramp intersection.

ADJOURN to meeting on Pavement Management System data collection progress and maintenance strategies.

NCE will be presenting a progress update on the Pavement Management Update for the County/Cities. All field surveys and quality control have been completed. Preliminary pavement condition indices (PCIs) for the Cities will be presented and discussed; the County’s data is still being processed and will be available for review by the end of October.

 

The focus of this post-TAC pavement management meeting will be to review maintenance and rehabilitation strategies; to determine the best strategies for each agency depending on the type of road/street they have e.g., arterials vs. locals, rural vs. urban. This will form the foundation for the funding analysis that NCE will conduct, and is therefore a critical component of this project. Further discussion will include the funding scenarios that are desirable for each agency and how to handle Senate Bill (SB) 1 funding.
