1.ROLL CALL
Call to order and self-introductions. If you are unable to attend, please contact Elouise Rodriguez, Senior Administrative Assistant. Your courtesy to the other members to assure a quorum is appreciated.
2.PUBLIC COMMENTS
Any member of the public may address the Committee on any item not on the agenda but within the jurisdiction of the Committee. Each member of the public is allotted with three minutes to address any concerns. Comments on items on today's agenda may be given when that agenda item is discussed.

3.BEGINNING OF CONSENT AGENDA
Approve the staff recommendations for items listed below by majority vote with one motion.  Any member may pull an item off the Consent Agenda to be moved to the end of the CONSENT AGENDA for discussion and action. 
3.1APPROVE draft minutes of the October 16, 2018 committee meeting.

3.2RECEIVE letter from the City of Salinas regarding the Main Street Improvement Project and Measure X funds.

The attached letter from the City of Salinas about the Main Street Improvement Project and Measure X funds was sent in response to questions from the Measure X Citizens Oversight Committee regarding the eligibility of funding for the Downtown Vibrancy improvements. The letter gives a detailed list of the improvements, including paving and safety features, all of which are eligible under Measure X rules.

RECEIVE a call for nominations and ELECT Chair and Vice Chair of the eXcellent Citizens Oversight Committee, for the term beginning upon their election through the next election of officers at the beginning of the January 2020 meeting.

On January 15, 2018, members of the eXcellent Citizens Oversight Committee members elected Kevin Dayton to serve as Chair and Anthony Tomas Rocha to serve as Vice Chair for a one-year term.

 

The nominations and election of new officers to serve in 2019 will occur at the beginning of the January 2019 meeting.

RECEIVE presentation on Measure X local projects from the City of Seaside.

Rick Riedl, Seaside Public Works Director, will make a presentation to the Committee on on the status of Measure X projects in the City of Seaside.

6.RECEIVE presentation on Measure X local projects from the County of Monterey.

The Measure X Transportation Safety and Investment Plan was approved by 2/3rd of voters in November 2016. The measure is anticipated to generate $20 million annually with 60% of the revenues allocated to local jurisdictions. This report provides an update on the status of the County of Monterey's local Measure X projects.

7.RECEIVE an overview of the history and context of the Transportation Agency for Monterey County and REVIEW the Agency's progress in meeting its five-year goals and objectives.

Executive Director Hale will be providing an overview of the Agency's roles and responsibilities as well as its progress over the past year towards meeting its strategic plan goals and objectives.  A similar presentation will also be made to the Transportation Agency Board of Directors on January 23, 2019.

Measure X First Year Audit Update

 

ESTABLISH a Measure X sub-committee and appoint membership to: 

  1. Conduct an audit of the first year of Measure X revenues and expenditures;
  2. Prepare content for the Measure X Annual Report based upon the result of the audit;
  3. Provide the Measure X Annual Report content to the Transportation Agency for publication in the Agency's Annual Report; and
  4. Present the Measure X Annual Report to the Measure X Citizens Oversight Committee on April 16, 2019.

The duties of the Measure X Citizen Oversight Committee includes conducting independent audits of the revenues and expenditure of Measure X funds and to prepare & present annual reports regarding the administration of the program. Agency staff recommends a sub-committee be created to audit Measure X revenues and expenditures and draft the first Measure X annual report.

A group photo of the Citizens Oversight Committee will be taken at the January 15, 2019 meeting.

The Committee Agenda will be prepared by Agency staff and will close at noon nine (9) working days before the regular meeting.  Any member may request in writing an item to appear on the agenda.  The request shall be made by the agenda deadline and any supporting papers must be furnished by that time or be readily available.
